School Portables & Relocatable Classrooms

A plain-language map of the Florida building, fire, and administrative codes that govern relocatable classroom buildings — what they require, where each rule lives, and the numbers that matter most.

Read this first. This is a reference summary, not legal or code-official advice, and it is not a substitute for the adopted code text. Many requirements — especially spacing between portables, foundations, and wind design — are set or approved by your local building official, the district, the Office of Educational Facilities, and the local fire marshal for the specific site. Always confirm the current adopted edition and any local amendments before design or placement.

1. The two regulatory tracks

Florida school portables are governed by two parallel code systems, enforced by different officials. Almost every requirement traces back to one of these.

Building side — Florida Building Code (FBC), Section 453

School buildings, including relocatables, are regulated under FBC §453, "State Requirements for Educational Facilities," inside the FBC (currently the 8th Edition, 2023). Relocatables specifically live in §453.27, "New Relocatable Buildings." This track covers design, construction type, structural/wind, foundations, egress doors, toilets, HVAC, interior finishes, and accessibility. It is enforced through the district's building code administrator / plan review process.

Fire side — Florida Fire Prevention Code & State Fire Marshal rules

The Florida Fire Prevention Code (adopts NFPA 1 and NFPA 101 Life Safety Code) plus State Fire Marshal Rule 69A-58.0082, "Relocatable Buildings," govern separation, fire alarms, smoke/heat detection, egress to the outside, and emergency-vehicle access. This track is enforced by the local fire marshal / authority having jurisdiction (AHJ).

Administrative side — SREF / Rule 6A-2

Department of Education Rule 6A-2.0010 (the "State Requirements for Educational Facilities," or SREF) sets the administrative program — when relocatables may be used, plan submittal, lease limits, inspections, and the 20-year facility-life accounting used for funding.

2. Key definitions

3. Building code — FBC §453.27 "New Relocatable Buildings"

The building-code requirements for a new school portable are organized into the subsections below. Titles reflect the FBC §453.27 series.

4. Structural, wind & anchoring

Under the 8th Edition (2023) FBC, structural design follows ASCE 7-22. Schools are typically Risk Category III or IV (higher design loads than ordinary buildings) because of the occupant load and, where applicable, their role as public shelters. Wind design uses the site's mapped ultimate design wind speed (FBC §1609), which varies by county and is highest in the High-Velocity Hurricane Zone (Miami-Dade & Broward).

  • Foundations & anchoring: Relocatables must sit on an engineered, approved foundation/tie-down system designed to resist uplift and lateral wind loads. Districts commonly use pre-approved district-wide foundation plans (§453.27.2).
  • Modular foundations: The DBPR Manufactured Buildings Program provides separate foundation design guidance for modular/relocatable units.
  • Live loads & egress structure: Entry platforms, ramps, and stairs must be designed for their own loads and weather protection (§453.27.8).
Exact wind speed, exposure category, and anchoring details are site-specific. They must be sealed by a Florida-registered engineer and approved in plan review — there is no single statewide number.

5. Fire code — Rule 69A-58.0082 "Relocatable Buildings"

This State Fire Marshal rule is the heart of the fire-safety requirements for portables. Key provisions:

Separation & the 60-foot rule
  • Relocatables sited after March 1, 2002 must be separated as required by the Florida Building Code.
  • The nearest permanent building or other cluster must be a minimum of 60 feet away.
  • Between individual units in a cluster, separation is "as approved by the building official" under Ch. 553, Part IV, F.S. (the FBC) — not a fixed statewide number. A figure like 30 ft, when you hear it, is typically the building official's site requirement, driven by wall fire ratings and access.
  • A unit sited at least 60 ft from any other relocatable and any permanent building may use an independent fire alarm system.
Egress — doors to the outside
  • Combustible classroom units: two remotely located doors opening directly to the outside.
  • Noncombustible multi-classroom units: a primary exit door to the exterior, plus an emergency rescue (escape) opening in any space designed for 6 or more students.
Fire alarm & detection
  • Combustible construction: heat or smoke detectors tied to the building's fire alarm in every classroom, unsupervised space, storage space, and custodial closet.
  • Noncombustible construction: detectors required in each custodial closet.
  • Clustered units: manual pull stations within 100 feet of each egress door.
  • Drill switches not permitted except with a computerized fire alarm system specifically listed for it.
Emergency-vehicle access
  • Fire-apparatus access to at least one elevation, approved by the local fire authority per NFPA 1, Chapter 18.
  • For clusters: vehicular access to within 200 feet of the entrance of the most remote unit.
  • Clusters must keep a minimum overhead open space equal to 50% of the maximum conditioned gross area within the cluster.

On "30 feet between portables": there is no flat statewide 30-ft rule in the fire code. The controlling state number is 60 ft (to permanent buildings / other clusters). Spacing between portables inside a group is set by the local building official and depends on the units' exterior-wall fire ratings, sprinklers, and access — 30 ft is a common practical figure, not a code-fixed minimum.

7. Accessibility (ADA / FBC Accessibility)

Relocatable classrooms must comply with the Florida Building Code — Accessibility volume and the ADA (FBC §453.27.4). In practice this means an accessible route to the entrance, compliant ramps and landings (slope, width, handrails, edge protection), accessible door hardware and maneuvering clearances, and — where the unit contains a toilet — an accessible restroom. Because portables sit above grade, the entry ramp/platform design is usually the key accessibility item in plan review.

8. Modular building insignia (DBPR)

Relocatables built off-site as factory-built (modular) buildings fall under the DBPR Manufactured Buildings Program, Chapter 553, Part I, Florida Statutes. Such units are built and inspected to the FBC in the factory and carry a state insignia/label instead of being fully field-inspected.

SREF is explicit: a factory-built school building that does not bear the required DBPR insignia shall not be used as a classroom. Site work (foundation, tie-downs, utility connections, ramps) is still permitted and inspected locally.
